Employer Recruitment
Solutions
Structured hiring support for Singapore employers — from single placements to bulk workforce supply, with full MOM compliance at every stage.
What This Service Covers
Recruitment Built Around
How Your Business Hires
Most employers do not need a standard recruitment service. They need a recruitment partner that understands their workforce structure, their timeline pressures and how Singapore's hiring regulations apply to their sector.
Sunpower Employment works with Singapore employers across construction, manufacturing, marine, F&B, logistics and services to build and maintain their workforce — whether that means a single placement or a structured pipeline for ongoing hiring. We manage the sourcing, vetting, documentation and MOM compliance so you can focus on running your business.
Every engagement is handled under our EA Licence (18C9069) and in full compliance with Singapore employment law, quota requirements and fair employment practices.
Our Employer Solutions
Hiring Support Structured to Your Scale
Whether you are filling one position or building a 50-person team, we structure the engagement to match how your business actually hires.
Bulk & Project Hiring
Structured sourcing for employers who need to hire in volume — for a new project, a facility ramp-up or a seasonal peak. We manage the pipeline from sourcing to deployment.
Ongoing Workforce Supply
For employers with continuous hiring needs — attrition replacement, contract renewals and steady-state workforce maintenance. We keep a ready pipeline so positions do not stay vacant long.
Work Permit Management Support
Assistance with work permit applications, renewals, cancellations and MOM compliance documentation — so your HR team is not navigating the paperwork alone.
Manpower Planning Advisory
For employers planning ahead — understanding quota headroom, levy tier optimisation and workforce mix to make informed decisions before hiring begins.
Candidate Screening & Vetting
For employers who source candidates independently but need structured vetting — reference checks, document verification and skills assessment before confirmation.
First-Time Employer Guidance
For businesses hiring foreign workers for the first time — we walk through eligibility requirements, quota rules, levy obligations and what to expect before and after the work permit is issued.
"Every employer has a different hiring challenge. We do not apply the same approach to every brief — we start by understanding the actual problem."— Sunpower Employment
How We Work
From Briefing to Workforce in Place
A structured engagement that starts with your requirements — not a generic list of available candidates.
Employer Briefing & Requirements Assessment
We start by understanding your business — the industry, the roles you need to fill, your quota headroom, your timeline, the volume of hiring and any specific requirements around skills, certifications or experience.
- Industry, sector and quota eligibility
- Roles, skill requirements and headcount
- Hiring timeline and deployment schedule
- Ongoing or project-based engagement structure
Sourcing, Screening & Shortlisting
We source from our active network and partner channels, screen candidates against your specific criteria and present a verified shortlist. You review profiles that have already been checked — not a bulk dump of unscreened applicants.
- Active sourcing from qualified candidate pool
- Work history and skills verification
- Document and eligibility checks
- Curated shortlist presentation
Documentation & MOM Compliance
Once candidates are selected, we handle the full documentation process — work permit applications, employment contracts, levy classification and any sector-specific MOM requirements. Everything is submitted correctly, the first time.
- Work permit application and IPA processing
- Employment contract preparation
- Foreign worker levy classification
- Sector quota and DRC compliance checks
Deployment & Ongoing Account Support
After workers are deployed, we follow up and remain accessible. For employers on retainer or ongoing arrangements, we manage the pipeline continuously — tracking upcoming renewals, replacement needs and any workforce changes.
- Deployment coordination and follow-up
- Permit renewal tracking and reminders
- Replacement sourcing for attrition
- Direct account contact — not a generic inbox
Before You Start Hiring
Key Considerations for
Singapore Employers
Hiring foreign workers in Singapore involves regulatory requirements that vary by sector, worker type and your company's existing workforce composition. We help you navigate all of this — but understanding the landscape before you begin leads to a smoother process.
This information is for general awareness only. Refer to the MOM website for the most current eligibility criteria, quota limits and levy rates applicable to your business.
MOM Workforce Management GuidelinesDependency Ratio Ceiling (DRC)
The number of Work Permit holders you can employ is capped at a percentage of your total workforce. This varies by sector and must be checked before hiring begins.
Foreign Worker Levy
A monthly levy is payable per Work Permit holder. The rate depends on the sector and whether the worker is classified as a higher- or basic-skilled tier.
Employment Contracts
All employees must be issued a written employment contract. For foreign workers, this must be in a language they understand and comply with EFMA requirements.
Medical Insurance
Work Permit holders must be covered by employer-purchased medical insurance of at least $15,000 per annum. This is a legal requirement, not optional.
Accommodation Requirements
Employers must ensure workers have acceptable housing that meets MOM's standards for the relevant sector — either employer-provided or approved housing.
Why Choose Us
What We Do Differently
Licensed Across All Worker Categories
Our EA Licence (18C9069) covers domestic workers, skilled and semi-skilled foreign workers and professional placements. You are working with an agency that can handle your full workforce spectrum — not just one category.
Structured for Volume Without Cutting Corners
Bulk hiring is where vetting usually breaks down — agencies move fast and skip checks. We scale the process, not the standards. Every candidate in a large batch goes through the same verification as a single placement.
Compliance Is Built In — Not Bolted On
MOM documentation, quota checks and levy classification are part of our standard process. We do not hand you a candidate and leave you to work out the regulatory side on your own.
A Direct Contact, Not a Support Queue
Employers with ongoing relationships have a single point of contact at Sunpower. If a permit renewal is due or a replacement is needed, you reach someone who knows your account — not a generic helpdesk.
