Before You Start Hiring

Key Considerations for
Singapore Employers

Hiring foreign workers in Singapore involves regulatory requirements that vary by sector, worker type and your company's existing workforce composition. We help you navigate all of this — but understanding the landscape before you begin leads to a smoother process.

MOM Workforce Management Guidelines

Dependency Ratio Ceiling (DRC)

The number of Work Permit holders you can employ is capped at a percentage of your total workforce. This varies by sector and must be checked before hiring begins.

Foreign Worker Levy

A monthly levy is payable per Work Permit holder. The rate depends on the sector and whether the worker is classified as a higher- or basic-skilled tier.

Employment Contracts

All employees must be issued a written employment contract. For foreign workers, this must be in a language they understand and comply with EFMA requirements.

Medical Insurance

Work Permit holders must be covered by employer-purchased medical insurance of at least $15,000 per annum. This is a legal requirement, not optional.

Accommodation Requirements

Employers must ensure workers have acceptable housing that meets MOM's standards for the relevant sector — either employer-provided or approved housing.
