Skilled & Semi-Skilled
Worker Placement
Placing trade-qualified and semi-skilled workers across construction, manufacturing, marine and F&B — sourced, verified and work-permit ready.
What This Service Covers
Trade-Ready Workers
for Demanding Industries
Placing the right skilled or semi-skilled worker is not simply about filling a headcount. It requires understanding what a role actually demands on the ground — and most agencies never find out.
Sunpower Employment sources and places skilled and semi-skilled foreign workers across Singapore's construction, manufacturing, marine, landscaping and food & beverage sectors. We work with employers to understand their specific trade requirements — certifications, physical demands, equipment familiarity — and match candidates whose experience genuinely aligns.
Every placement is handled in full compliance with MOM Work Permit conditions, sector-specific quota requirements and fair employment practices under the Employment of Foreign Manpower Act (EFMA).

"We verify the trade experience before a candidate is ever presented. Your project timeline should not be the place where skills get tested for the first time."— Sunpower Employment
The Process
How We Place Skilled Workers
From trade requirement briefing to work permit clearance — every step handled properly so your team is ready when you need them.
Trade Requirement Briefing
We start by understanding exactly what the role demands — the sector, specific trade skills required, any certifications or safety tickets needed, physical requirements, project duration and the number of workers required.
- Sector and trade classification
- Required certifications and safety cards
- Headcount, timeline and deployment schedule
- Physical demands and site-specific requirements
Sourcing & Skills Verification
We source candidates from our active worker network and partner channels. Prior to shortlisting, we verify trade experience, employment history and relevant certifications. You receive verified profiles — not unscreened CVs.
- Trade experience and skills verification
- Previous employer reference checks
- Safety certification and ticket checks
- Document and eligibility verification
Work Permit & MOM Documentation
Once candidates are confirmed, we manage the full work permit application process — including sector-specific quota checks, foreign worker levy classification, in-principle approvals and all required MOM submissions.
- Sector quota and dependency ratio checks
- Work permit application and IPA
- Foreign worker levy classification guidance
- Employment contract preparation
Deployment & Post-Placement Support
After workers arrive, we follow up to ensure a smooth transition onto site. If any issue arises early — and sometimes it does — you have a direct point of contact. We stay accessible until your team is settled and productive.
- Arrival coordination and orientation support
- On-site deployment follow-up
- Mediation support if issues arise
- Responsive post-placement assistance
What Employers Should Know
Your Responsibilities
as a Work Permit Employer
Hiring foreign workers on Work Permits in Singapore carries clear legal obligations under the Employment of Foreign Manpower Act. We guide you through all of these — but understanding them upfront makes the process faster.
This information is provided for general awareness only. Always refer to the official MOM website for the most current requirements.
Read MOM Work Permit GuidelinesEmployment Contract
A written employment contract must outline the worker's duties, salary, rest days and working conditions.
Acceptable Accommodation
Employers must provide or arrange housing that meets MOM's acceptable in-principle accommodation standards for the sector.
Medical Coverage
Employers must purchase medical insurance providing a minimum of $15,000 per annum coverage per worker.
Foreign Worker Levy
Employers pay a monthly levy per Work Permit holder. The levy rate depends on the sector and the worker's skill level classification.
Dependency Ratio Ceiling
The number of Work Permit holders you can hire is governed by your company's local workforce ratio under sector-specific DRC rules.
Why Choose Us
What We Do Differently
Licensed & Sector-Experienced
Our EA Licence (18C9069) covers skilled and semi-skilled worker placement across all major sectors. We understand the MOM quota rules, levy tiers and documentation requirements specific to each industry — not just recruitment in general.
Skills Are Verified, Not Just Listed
We speak with previous employers and check actual work history before presenting candidates. A CV that lists skills is not the same as a worker who has demonstrated them on site.
Bulk and Ongoing Hiring Support
Whether you need two workers or twenty, we handle the volume without cutting corners on vetting. For employers with ongoing hiring needs, we structure the sourcing pipeline to keep pace with your project schedule.
Accessible After Placement
If a worker issue arises after deployment, you can reach us directly. We do not disappear once the placement fee is collected.
